Meeting Notes from Community Meeting with Officer Fox (Cary PD)

Officer Patrick Fox spoke with Braeloch homeowners and answered questions at 6:30PM on Tuesday, August 11, 2026 at the Braeloch playground. Officer Fox is a Community Engagement officer responsible for Cary North and a Public Information Officer with the Cary Police Department.

The meeting was requested due to concerns expressed by Braeloch residents regarding a recent incident in the neighborhood where multiple Cary police units responded. Officer Fox indicated that the police were attempting to find an individual who is not a Braeloch resident but was believed to be present in a Braeloch home. The individual was not suspected of a criminal offense, was not considered a danger to the community, and was not found in our neighborhood.

Cary Policy Department policies have changed in recent years since the arrival of the current police chief. Officer Fox called their approach Stratified Policing: crime statistics from the last 3 years are monitored, and police resources are assigned to saturate areas with higher crime rates. Braeloch is not considered by the Cary Police Department to be a problem neighborhood.

Cary Police Department publishes public safety information on Facebook and Nextdoor. The Braeloch HOA Board is able to contact Officer Fox directly.

The discussion moved on to clarifying circumstances where homeowners should contact the Cary Policy Department or other town agencies vs. contacting Cedar Management. There is overlap in some issues which might involve violations of town ordinances as well as violations of the Braeloch Rules and Regulations. The process of resolving homeowner violations of the Rules and Regulations involves multiple steps and can take several months. The Braeloch HOA board is working with Cedar Management to improve its violation inspection and enforcement procedures. 

When to call the Cary Policy Department?

  • Threat to life or property (dial 911)
  • Noise ordinance violations (non-emergency number: 919-469-4012)
  • Unleashed animal (non-emergency number: 919-469-4012 or Animal Services: 919-319-4517)
  • Street parking (near intersections, blocking driveways/road/fire hydrants) or speeding/dangerous driving (non-emergency number: 919-469-4012)

When to contact other Town of Cary agencies via 311 (dial 311 / 311@carync.org / https://carync.gov/311)

  • Street parking violations:
    • RVs, campers, trailers, or boats
    • Inoperable vehicles
    • Commercial work vehicles parked overnight
  • Major automotive repair & maintenance in the street/driveways/yards
  • Hazardous materials and dumping
  • Potholes, sidewalk damage, and blocked or damaged storm drains
  • Property maintenance and trash issues
  • Neighbor disputes

When to contact the Braeloch HOA (via Cedar Management)?

  • Chronic street parking violations
  • Chronic major automotive repair & maintenance in the street/driveways/yards
  • Chronic property maintenance and trash issues
  • Chronic noise ordinance violations
  • Problems with the common area grounds
  • Architectural changes, fences, and sheds

Calls to either the non-emergency number or 311 will be politely redirected to the other number if appropriate.

Officer Fox answered a few specific homeowner questions:

Q1: Is it possible to submit a complaint to the Cary Police Department anonymously, and will contact information of the complainant be made available to the subject of the complaint?

Fox: Complainants are allowed to remain anonymous and the complaint will be logged as such, but the calling phone number will be recorded. This information is a public record and can be accessed via a lengthy and complicated process. He recommended calling using a Google Voice number if this is a concern. Anonymous complaints can be used to trigger an investigation, and observed evidence can lead to an arrest and prosecution. However, an anonymous complaint can’t serve as evidence in court, and an anonymous complainant would have to forfeit anonymity to testify as a witness.

Q2: Multiple neighbors indicated that they had called Cary Animal Services in the past to report unleashed dogs, and they were not satisfied with the response. What should they do?

Fox: Animal Services officers are members of the Cary Police Department and can be reached at the non-emergency number (also at Animal Services: 919-319-4517).  Animal Services can issue tickets, but need to witness the loose animal. They track repeated complaints. If you are not satisfied with their response, ask to speak with Supervisor Chuck Haggist directly.

Q3: Turning left out of Fincastle Drive onto Chapel Hill Road is very difficult during afternoon rush hour traffic. What can we do?

Fox: Call 311. If they receive enough calls then a traffic study may be ordered. Braeloch HOA Board President Garrison reiterated this.

Q4: Should a home with a fence falling apart or trash strewn in the backyard be reported?

Fox: Call 311.

A questions was directed to President Garrison:

Q5: Does Cedar Managment share homeowner-submitted violation reports to the subject of the report.

Garrison: I do not believe so, but any photographs submitted may be shared with the subject, which might indicate who submitted the violation.

Braeloch homeowners thanked Officer Fox and the meeting was adjourned. Contact information for the Cary Police Department and Cary 311 will be added to the Braeloch website.

Over the past several months, the Board has received questions and concerns from homeowners regarding a variety of community issues including:

  • Public safety concerns
  • Police presence within the neighborhood
  • Town of Cary code enforcement
  • Animal control
  • Noise complaints
  • The roles and responsibilities of the HOA, Cary Police Department, and the Town of Cary in addressing these matters

This meeting is intended to provide homeowners with an opportunity to hear directly from Officer Fox, ask questions, and gain a better understanding of the appropriate resources available for reporting concerns and promoting a safe community.

Please bring a lawn chair and any questions or concerns you would like to discuss. 

We encourage all homeowners to attend. This is an excellent opportunity to strengthen communication between our community and the Cary Police Department, ask questions and express concerns, and to better understand how we can all work together to keep Braeloch a safe and welcoming neighborhood.

2026 HOA Board Goals

The HOA Board adopted the following goals for 2026 during the March 9 Executive Session:

  • Formalize Meeting Schedule.
  • Better track rentals.
  • Outline homeowner responsibilities.
  • Work towards bring the neighborhood up to covenant compliance.
  • Continue Braeloch website/email.
  • Move towards annual mulching of front and common area.
  • Explore cost/benefit of professional Zoom account.
  • Explore need of legal contract between Braeloch and Medfield regarding shared property.

Timothy Coleman and Steven Blake were elected to the HOA Board to fill the positions previously held by Walter Bolles and Chris Becker, whose terms expired. We would like to thank them for their years of service as board members.

There was a small typo, “This vote is to elect one (2) members to the Braeloch board of directors” should say “This vote is to elect two (2) members to the Braeloch board of directors. This election IS for two positions as the rest of the instructions indicate. We will be correcting this and sending out an update.

Accomplishments

Last year in 2025 we did an enormous push to formalize our HOA’s standard operating procedures across the board, so future boards and board members would have a much easier time understanding their roles and responsibilities. The board did not take on any new large initiatives relative to prior years, instead focusing on getting back to the basics.

This year was about maintaining and cultivating those changes and lessons learned, so the day-to-day volunteer workload for board members continues to be reduced to more sustainable levels, is more consistent, and everyone knows their roles and responsibilities. The board did respond to community feedback regarding mailbox maintenance and upkeep, and made that a focus of the fourth quarter. Thank you to everyone for your hard work in helping getting mailboxes up to covenant standards.

  • Board Meetings: We’ve continued to maintain the standards we set in 2025. Homeowners continue to have consistent visibility into board discussions and decisions, with full documentation available. Meeting time management has also improved respecting everyone’s valuable time they’re setting aside for attendance.
  • Continuity & Turnover: With documented procedures, clearly defined roles and responsibilities, a complete record keeping of prior board decisions, and a code of conduct, new board members have a structured foundation to step into where they can be quickly on-boarded. This year we had the addition of a new board member and they were smoothly integrated.
  • Stability: We had no major unexpected roadblocks or urgent concerns. The board does continue to have intermittent issues with consistency of service with Cedar Management, but this is being actively addressed and closely monitored at all times by the executive committee.

Next year the board expects to continue the focus on stability and consistency, completing the final phases of the 2024 landscaping plan, and updating the rules and regulations to help better track rentals and hold them to the same covenant standards as the rest of the neighborhood.

On behalf of the Board of Directors, thank you for your continued engagement and support. We remain committed to serving the best interests of our homeowners and ensuring our association operates with professionalism and integrity.
